Con esta medida, el Gobierno busca descentralizar el sistema y mejorar su alcance, siempre que los nuevos establecimientos cumplan con los requisitos t\u00e9cnicos y legales establecidos.<\/em><\/strong><\/span><\/p>\n<p><!--more--><\/p>\n\n\n<p>Actualmente, la VTV se realiza exclusivamente en plantas habilitadas por cada jurisdicci\u00f3n. Sin embargo, la Ley Nacional de Tr\u00e1nsito, vigente desde 1995, ya contemplaba la posibilidad de que concesionarios y talleres participaran del proceso. Este aspecto nunca se hab\u00eda implementado hasta ahora, con la reciente modificaci\u00f3n aprobada en la Ley Bases enviada al Congreso en diciembre de 2023 y sancionada en junio de 2024.<\/p>\n\n\n\n<p>\u201cQueremos que la verificaci\u00f3n t\u00e9cnica se pueda hacer en un concesionario o taller, pero las provincias tienen que adherir a la medida para que se aplique en cada jurisdicci\u00f3n\u201d, explic\u00f3 Federico Sturzenegger, ministro de Desregulaci\u00f3n y Transformaci\u00f3n del Estado, en una reciente entrevista.<\/p>\n\n\n<p>\n\n\n<\/p>\n<h3><span style=\"color: #003366;\"><em>Condiciones para los nuevos puntos de verificaci\u00f3n<\/em><\/span><\/h3>\n<p>\n\n\n\n<\/p>\n<p>La apertura del sistema a talleres y concesionarios requiere cambios estructurales. Adem\u00e1s de las adaptaciones legales, se deben implementar medidas tecnol\u00f3gicas y de equipamiento:<\/p>\n<p>\n\n\n<\/p>\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Conexi\u00f3n digital<\/strong>: Los puntos de verificaci\u00f3n deber\u00e1n estar integrados a una red nacional digitalizada que permita registrar en tiempo real las revisiones realizadas. Esta red facilitar\u00eda un sistema unificado, incluso para veh\u00edculos de diferentes provincias.<\/li>\n\n\n\n<li><strong>Tecnolog\u00eda 4.0<\/strong>: Se busca incorporar soluciones como inteligencia artificial y el Internet de las cosas (IoT) para automatizar procesos y garantizar controles m\u00e1s precisos. Adem\u00e1s, se planea sustituir la oblea tradicional por un registro digital, accesible desde la aplicaci\u00f3n Mi Argentina.<\/li>\n\n\n\n<li><strong>Equipamiento especializado<\/strong>: Un taller o concesionario que desee realizar la VTV deber\u00e1 contar con:\n<ul class=\"wp-block-list\">\n<li>Alineador al paso: mide la alineaci\u00f3n de las ruedas.<\/li>\n\n\n\n<li>Banco de suspensiones: eval\u00faa el estado de amortiguadores y bujes.<\/li>\n\n\n\n<li>Fren\u00f3metro: verifica la eficiencia y el balanceo del sistema de frenos.<\/li>\n\n\n\n<li>Detector de holguras: identifica desgastes en los ejes y ruedas.<\/li>\n\n\n\n<li>Analizador de gases: mide las emisiones del motor.<\/li>\n\n\n\n<li>Regloscopio: analiza la intensidad y direcci\u00f3n de las luces.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>Seg\u00fan Constantino Abella Roigt, presidente de la empresa nacional CVA, el costo aproximado para equipar un taller con estos dispositivos ronda los USD 100.000.<\/p>\n\n\n<p>\n\n\n<\/p>\n<h3><span style=\"color: #003366;\"><em>Capacitaci\u00f3n y control de calidad<\/em><\/span><\/h3>\n<p>\n\n\n\n<\/p>\n<p>Otra condici\u00f3n indispensable ser\u00e1 la capacitaci\u00f3n del personal t\u00e9cnico que operar\u00e1 el equipamiento, asegurando que los diagn\u00f3sticos sean precisos y confiables. La normativa tambi\u00e9n exigir\u00e1 que las herramientas sean calibradas peri\u00f3dicamente para mantener su eficacia.<\/p>\n<p>\n\n\n<\/p>\n\n\n<p>El art\u00edculo 34 de la Ley Nacional de Tr\u00e1nsito establece que \u201clos talleres habilitados deben tener un director t\u00e9cnico responsable civil y penalmente de las revisaciones\u201d y mantener un registro detallado de los veh\u00edculos inspeccionados.<\/p>\n\n\n<p>\n\n\n<\/p>\n<h3><span style=\"color: #003366;\"><em>Impacto en el sistema actual<\/em><\/span><\/h3>\n<p>\n\n\n\n<\/p>\n<p>Hoy en d\u00eda, Argentina cuenta con aproximadamente 400 plantas de verificaci\u00f3n vehicular, distribuidas en diferentes provincias. Con esta apertura, se espera que m\u00e1s establecimientos puedan ofrecer este servicio, aumentando la accesibilidad para los conductores y descongestionando las plantas actuales. Adem\u00e1s, permitir\u00eda una renovaci\u00f3n tecnol\u00f3gica constante, siguiendo el ejemplo de pa\u00edses donde los equipos se actualizan cada cinco a\u00f1os.<\/p>\n<p>\n\n\n<\/p>\n<p>\n\n\n<\/p>\n<h3><span style=\"color: #003366;\"><em>Un paso hacia un sistema m\u00e1s moderno y eficiente<\/em><\/span><\/h3>\n<p>\n\n\n\n<\/p>\n<p>El Gobierno apuesta a que estas reformas contribuyan a modernizar el sistema de verificaci\u00f3n vehicular, facilitando el cumplimiento de las normativas de seguridad y control ambiental. No obstante, la adhesi\u00f3n de las provincias y la inversi\u00f3n en tecnolog\u00eda y capacitaci\u00f3n ser\u00e1n clave para garantizar su \u00e9xito.
