El presidente Javier Milei firm\u00f3 un decreto que pone en marcha la privatizaci\u00f3n total de la empresa estatal Belgrano Cargas y Log\u00edstica S.A., encargada del transporte ferroviario de carga. La medida, que hab\u00eda sido anunciada en octubre de 2024, busca transferir la operaci\u00f3n y la infraestructura de la compa\u00f1\u00eda al sector privado.<\/strong><\/em><\/p>\n\n\n\n\n\n\n\n

Seg\u00fan inform\u00f3 el vocero presidencial, Manuel Adorni, la decisi\u00f3n implica que, una vez concretado el proceso de venta, el Estado dejar\u00e1 de gestionar los servicios ferroviarios de carga y toda su infraestructura, incluyendo material rodante, v\u00edas, talleres e inmuebles. El decreto ser\u00e1 publicado en los pr\u00f3ximos d\u00edas en el Bolet\u00edn Oficial.<\/p>\n\n\n\n

Una medida enmarcada en la Ley de Bases<\/em><\/h3>\n\n\n\n

Belgrano Cargas y Log\u00edstica S.A. es una de las ocho empresas estatales incluidas en el listado de privatizaci\u00f3n aprobado en la \u00abLey de Bases\u00bb<\/em>. En su momento, el Gobierno argument\u00f3 que la empresa requer\u00eda un financiamiento estatal de 112 millones de d\u00f3lares anuales para operar y que, a pesar de esa inversi\u00f3n, la distancia media transportada de carga se mantuvo en 500 km, la misma cifra que hace 50 a\u00f1os.<\/p>\n\n\n\n

Desde la administraci\u00f3n de Milei cuestionan la eficiencia de la compa\u00f1\u00eda y se\u00f1alan que el l\u00edmite de toneladas transportadas no ha aumentado desde 2009, mientras que la producci\u00f3n agr\u00edcola \u2014principal carga transportada\u2014 se quintuplic\u00f3 en las \u00faltimas cinco d\u00e9cadas.<\/p>\n\n\n\n

Esquema de privatizaci\u00f3n y nuevas concesiones<\/em><\/h3>\n\n\n\n

El plan del Ejecutivo contempla dividir la privatizaci\u00f3n en siete procesos de concesi\u00f3n:<\/p>\n\n\n\n

    \n
  • Una concesi\u00f3n para la v\u00eda, con derecho a cobro de peaje.<\/li>\n\n\n\n
  • Dos concesiones de locomotoras, que incluir\u00e1n a sus respectivos conductores.<\/li>\n\n\n\n
  • Dos concesiones de vagones.<\/li>\n\n\n\n
  • Dos concesiones de talleres, con el personal correspondiente.<\/li>\n<\/ul>\n\n\n\n

    El proceso estar\u00e1 a cargo de la Agencia de Transformaci\u00f3n de Empresas P\u00fablicas, dirigida por Diego Chaher, y se realizar\u00e1 bajo un esquema de \u00abinfraestructura de acceso abierto\u00bb<\/em>. Esto significa que el concesionario deber\u00e1 permitir el uso de las v\u00edas a todos los operadores interesados en transportar carga, con el fin de evitar monopolios.<\/p>\n\n\n\n

    No obstante, el Estado conservar\u00e1 la propiedad de las tierras y v\u00edas ferroviarias, asegur\u00f3 Adorni.<\/p>\n\n\n\n

    El rol de Belgrano Cargas en el transporte nacional<\/em><\/h3>\n\n\n\n

    Belgrano Cargas y Log\u00edstica S.A. fue creada en junio de 2013 durante la gesti\u00f3n de Cristina Kirchner para unificar las principales l\u00edneas ferroviarias de carga del pa\u00eds: Belgrano, San Mart\u00edn y Urquiza. La red abarca 17 provincias del centro y noroeste de Argentina y es clave para el transporte de granos con destino a la exportaci\u00f3n.<\/p>\n\n\n\n

    Adem\u00e1s del Belgrano Cargas, el Gobierno incluy\u00f3 en la \u00abLey de Bases\u00bb<\/em> la posibilidad de privatizar otras empresas estatales, como Intercargo SAU, Energ\u00eda Argentina S.A. (Enarsa), Agua y Saneamientos Argentinos S.A. (AYSA), Sociedad Operadora Ferroviaria S.E. (SOFSE) y Corredores Viales S.A.<\/p>\n\n\n\n

    Con esta medida, la administraci\u00f3n Milei da el primer paso en su plan de reducir la participaci\u00f3n del Estado en la econom\u00eda. \u00abTodo lo que se pueda privatizar se va a privatizar\u00bb<\/em>, asegur\u00f3 el vocero presidencial en conferencias previas.<\/p>\n","protected":false},"excerpt":{"rendered":"
